 ctical innovations often focus on circumventing counter-cartel approaches
 \, increasing lethality\, and bolstering capabilities against rivals and 
 security forces. The rapid and ubiquitous nature of cartel innovations ne
 ar the Southern Border presents a persistent challenge to U.S. law enforc
 ement.\n\nTo support proactive mitigation and network disruption\, NCITE 
 scientists have identified key characteristics and warning indicators of
