DESCRIPTION:Assistant Professor of Economics\nDepartment of Economics\, Fi
nance and Quantitative Analysis\n\nTitle: "Firm Responses to Employment Q
uotas: Evidence from Bunching and Policy Implications"\n\nDescription: Do
disability hiring quotas achieve their goals? Drawing on evidence from S
outh Korea\, this talk explores the benefits and unintended consequences
of policies designed to expand employment opportunities for disabled work
ers.\n\nResearch Abstract: Employment quotas are a prevalent policy to pr
omote hiring of disabled workers\, yet they may impose additional costs o
n firms. Leveraging South Korea’s multi-tiered noncompliance penalty sche
dule\, we use a bunching framework to identify firm responses to employme
nt quota. We find significant but highly heterogeneous bunching across no
tches and firm wages\, demonstrating substantial variation in adjustment
costs. We develop a structural model of firm\, using bunching elasticitie
s to calibrate firm-side cost parameters. Simulations reveal that while q
uotas increase disability hiring\, aggressive mandates can trigger a cont
raction in firm scale. Designing quotas to account for firm-side adjustme
nt cost structures can mitigate these distortions.\n\nhttp://next-to-u.ap
