SUMMARY:Small Banks\, Big Politics: The Causes and Consequences of Bank Pr
 oliferation in China
LOCATION:School of Global Policy and Strategy Robinson Building 3\, Room 3
 202\, 9815 International Lane\, La Jolla\, CA 92093
DESCRIPTION:Conventional wisdom holds that banking markets flourish where
property rights are secure\, the rule of law is strong\, and the state ke
eps its hands off. China has none of these. Yet over the past three decad
es\, the number of Chinese banks grew exponentially\, and competition bec
ame fierce. Why?\n\nAdam Y. Liu argues that China’s banking sector is a m
arket of the state\, by the state\, and for the state\, and that its bank
ing market grew not despite authoritarian rule but because of it.\n\nLiu
is the author of “In Authoritarian Markets: The Politics of China’s Banki
ng Explosion” (2026). Drawing on a decade of fieldwork and extensive orig
inal data\, he uncovers the political logic behind the development of ban
king markets in China and other authoritarian states —and explores what i
 t means for the future of China’s economy.\n\nSpeaker:\nAdam Y. Liu\, Ass
istant Professor of Political Science\, Lee Kuan Yew School of Public Pol
 icy\, National University of Singapore\n\nModerator:\nVictor Shih\, Profe
ssor\, and Ho Miu Lam Chair in China and Pacific Relations\, UC San Diego
School of Global Policy and Strategy\n\n------------------\nThis public
lecture is organized by the 21st Century China Center (21CCC) at the UC S
