About
The Agora Dialogue: Family Planning, Fertility, and Public Policy
Hosted by The Agora in collaboration with Behavioral Economics and Public Policy (BePP), this event will feature Leonard M. Lopoo, Professor at Syracuse University’s Maxwell School of Citizenship and Public Affairs and author of Wanting Children: Family-Planning Policies and the Engineering of America’s Population (University of Chicago Press, 2026).
Building on The Agora’s previous dialogue on declining birth rates and global fertility trends, the event will explore the history and design of family-planning policies, the role of government in shaping population outcomes, and the trade-offs between public policy objectives and individual autonomy. Drawing on perspectives from public policy, economics, sociology, and behavioral science, participants will examine how institutions, economic incentives, and social conditions influence family formation and reproductive decisions.
The session will combine a presentation of Lopoo’s research with a moderated, interactive discussion and audience Q&A. Designed primarily for Harris graduate students, the event will encourage evidence-based dialogue across disciplines and provide an opportunity to connect historical policy experiences with contemporary challenges in fertility, family policy, and population change.
